April, 23 in the House of the government №1 RS (Y) has passed session of Interdepartmental council on information of education, science and culture at the Government of Republic Sakha (Yakutia). Questions of support of the Yakut language in a network "Internet" were considered.
Session began equally at 12.00. All assessors came as much as possible prepared and with exact knowledge of the affair. The urgency of decided questions consist that there is a fear that the future generation of our people sakha will not continue to speak on native Yakut .
According to one of assessors: « Now the modern Yakut can not express the requirements and needs without the help of speaking another language words. More and more our language keeps away from modern realities, and accordingly, ever less we address to the native language as to the tool of dialogue, knowledge and creativity ». As appeared, there are two ways of the decision of this problem:
1. Maintenance of training of youth with the senior generation.
2. Intensive development of language. An output on a new, modern, better level.
One of methods of realization of the second item is intensive expansion of language in information space, i.e. increase of amount of sites and resources in the Yakut language, an opportunity of free printing on a computer (without additional downloading fonts and software).
So, at session were present:
1. Kuprijanov Jury Stepanovich - the vice-president of Government RS (Y).
2. Маtveeva Agraphena Afanasjevna - the head of Management of information and technical protection of the information of Administration of the President and Government RS (Y).
3. Solovjev Alexander Jur'evich - deputy head of Department of internal policy, the analysis and the forecast of Administration of the President and Government RS (Y).

5. Maria Vladimirovna - the leading expert of Ministry of Education RS (Y).

7. Novgorodova Vera Fedorovna - the leading expert of management of communication of the ministry of transport, communication and information РС (Y).
8. Alexander Jakov Egorovich - the technical director of Меdia-holding " Stoliza ".
9. Zhozhikov Anatoly Vasil'evich - the director of the Centre of new information technologies YSU of M.K.Ammosov.
10. Lever'eva Galina Feodos'evna - the deputy director of National library RS (Y).
11. Lihoded Alexander Nikolaevich - the main engineer of institute Cosmophysics researches and aironomy the Siberian Branch of the Russian Academy of Science, the head of administration of a network "Science".
12. Pavlov Nikolay Nikolaevich - the Centre preventive measures.
13. Petrov Valery Vasil'evich - the deputy director innovational technopark « Three valleys - YSU », the responsible secretary of council.

15. Sleptsov Peter Alekseevich - the academician, the Doctor of Philology, Institute of humanitarian researches and problems of small peoples of the north of the Siberian Branch of the Russian Academy of Science.
16. Tomsky Аrsen Grigorjevich - the director of the" Sakhainternet " company.
In connection with limited time, to lecturers it was given all for 15 minutes. Nevertheless, they have successfully acted and have proved the requirements. It was heard five interesting reports on themes:
1. the Yakut language in computer systems and the international network "Internet". The report: Petrov V.V.
The introduction report on distribution in the Internet of the Yakut language. Speech was conducted about creation of resources, portals, databases in the Yakut language. Also Valery Vasil'evich has told about groups of enthusiasts which now are engaged in it absolutely free-of-charge. The purpose of the report - creation of special coordination body which would be engaged in localization on the Yakut language of the software.
2. Internet - projects in formation of the Yakut language space. The report: Tomskij A.G.
For today in our republic about 2000 Internet-projects, from them only 5 in the Yakut language. It is possible to count, that the Yakut language is not submitted in the Internet in general. Now on base "Sakhainternet" the project « Sakhalyy Sitim » which purpose are creation of Internet-library of the Yakut authors is created, the site of national epos "Оlonkho", creation of search system with support of the Yakut language etc. the Unique barrier is a financing.
3. Introduction of the Yakut fonts in the distribution kit of operational system « ALT Linux ». The report: Zhozhikov A.V.
At successful end of the pilot project which is taking place in Republic Tatrstan, the Perm and Tomsk areas, since January, 1, 2009 the operational system “ ALT Linux ” will take root practically into all schools of the Russian Federation. In this connection the Centre of new information technologies of the YSU together with Institute of humanitarian researches and faculty of the Yakut philology have developed an allocation of the keyboard for introduction of fonts for the Yakut language and languages of some small peoples of Yakutia. The contract about joint cooperation c “ ALT Linux ” was signed, when representatives of this firm came to Yakutsk in the beginning of April of this year. Then the project of creation of fonts and allocations of the Yakut language for OS “ ALT Linux ” was begun.
At the end of the message A.V.Zhozhikov has offered to consider and ratify variant of an allocation of the universal keyboard with which help can type the fonts practically ALL SMALL NATIONALITIES , living in territory of the Republic of Sakha (Yakutia).
4. Support of the Yakut letters in Unicode. The report: Aleksandrov J.E.
Yakov Egorovich began the report from disclosing concepts of an allocation of the keyboard and the coding. He has offered to choose the uniform coding of fonts based on international standard unicode. At the end of information Yakov Egorovich has presented the third allocation chosen at the last meeting (a detail on our site, article « the Expanded session « About introduction of the Yakut fonts and fonts of small peoples RS (Y) to operational system “ ALT Linux ”).
5. Development of project Sakha-Wikipedia. The report: Pavlov N.N.
Wikipedia is a popular global Internet the project were multilingual (more than 250 languages) the interactive encyclopedia which covers all areas of human knowledge. For today wikipedia contains more than 8 million articles. Difference from other encyclopedias is that articles can write and edit practically all interested persons having access in the Internet.
Changes in article occur at once if you have edited article, on the spot on the other end of globe this change will be visible. The Yakut section wikipedia, in the Yakut language is now created. For this purpose it is necessary: translation of the interface of the special program with which help the site with the Yakut language and a small amount of constant editors which would write articles in the Yakut language for the unit works. Nikolay Nikolaevich called to create advertising actions for the project and to provide with necessary financing.
Participants of session of council, having heard the information, having conferred and having exchanged opinions, have made the decision. The basic and have enough disputable item of the decision there was an acceptance of a universal allocation of the keyboard for OS “ ALT Linux ” for the Yakut fonts and languages of small peoples of Siberia and Northeast of Russia .

Having discussed all opinions and offers, voting was carried out. Practically all members of Interdepartmental council have voted for acceptance of the offered variant , except for one refrained.
So, the decision is accepted, and as, director of the SITC YSU Zhozhikov A.V. in July of this year our republic will receive box copies of operational system “ ALT Linux in which will be already submitted not only the Yakut fonts, but also fonts practically all small nationalities of Republic Sakha (Yakutia) .
